Cultivation Licenses (5 Tiers)
Cultivation licenses authorize the growing, harvesting, drying, curing, and packaging of cannabis. Maine offers 5 tiers based on scale:
Tier 1 — Plant Count (30 Plants)
Conditional App: $100 | Annual Active: $250
The smallest and most accessible cultivation license. Limited to 30 mature plants, making it ideal for craft-scale operations and operators transitioning from the caregiver system. This tier mirrors the caregiver plant count and is the lowest-cost entry point into the licensed adult-use market.
Tier 2 — Up to 2,000 Square Feet
Conditional App: $250 | Annual Active: $2,500
A small commercial cultivation suitable for single-room operations or small greenhouse grows. At 2,000 square feet of canopy, this tier supports a modest but meaningful production volume while keeping fees and overhead manageable.
Tier 3 — Up to 7,000 Square Feet
Conditional App: $500 | Annual Active: $10,000
A mid-size commercial operation. At 7,000 square feet, this tier allows for multi-room indoor facilities or larger greenhouse operations with significant production capacity.
Tier 4 — Up to 20,000 Square Feet
Conditional App: $500 | Annual Active: $30,000
The largest standard cultivation tier. At 20,000 square feet, this represents a major commercial operation. Combined with the 30,000 sq ft ownership cap (across all licenses), this is effectively the ceiling for Maine cannabis cultivation.
Tier 5 — Over 20,000 Square Feet
Large-scale cultivation above 20,000 sq ft is subject to additional OCP requirements and review. Given the 30,000 sq ft combined ownership cap, Tier 5 operations approach the maximum allowable canopy for any single ownership group.
Products Manufacturing
Conditional App: $250 | Annual Active: $5,000
Authorizes the processing, extraction, and manufacturing of cannabis products including concentrates, edibles, tinctures, topicals, vape cartridges, and other infused products. Manufacturers transform raw cannabis into finished consumer products. This license requires specialized equipment, safety protocols, and compliance with all OCP product standards.
Maine's strong market for solventless concentrates (hash rosin, full-melt bubble hash) creates opportunity for manufacturers specializing in craft extraction techniques.
Cannabis Retail Store
Conditional App: $250 | Annual Active: $5,000
Authorizes the retail sale of cannabis and cannabis products directly to consumers age 21+. As of December 2024, Maine has 169 licensed retail stores — the largest license category. Retailers must operate in municipalities that have opted in to allow cannabis businesses and comply with all local regulations and fees.
Municipal fees for retail operations vary dramatically — from $100 to $40,000 depending on the town. Research your target municipality's fee schedule carefully before committing to a location.
Testing Facility
Conditional App: $500 | Annual Active: $10,000
Authorizes independent laboratory testing of cannabis products for potency, pesticides, heavy metals, microbials, residual solvents, and mycotoxins. Testing facility owners cannot hold any other cannabis license type — this structural independence is designed to prevent conflicts of interest.

Sample Collector
Conditional App: $100 | Annual Active: $250
Authorizes the collection of cannabis samples from licensees for delivery to testing laboratories. Sample collectors are a unique Maine license type that creates an independent chain of custody between the producer and the testing lab, adding a layer of integrity to the testing process.
Medical Caregiver Registration
Annual Fee: $240
The caregiver registration is not an OCP adult-use license but a separate registration under the medical program. Caregivers may:
- Grow up to 30 mature plants or 500 square feet of canopy
- Operate a retail storefront
- Serve registered medical patients
- Use paper records (no Metrc requirement)
- Sell products without mandatory testing
